Well there are tons of places. There is a reatsaurant in the village called portobello. My family has been going here for over 10 years. This place is very small and probably only fits 20-30 people. But it is very private and there food is to die for. If you are not looking for privacy you can book it at Ruby Foos. This is in tme square. They are a mix of different asian foods. There is an area in the back that is kind of private but not completely. I think that 30th birthdays should be fun so you can also go to california pizza kitchen. This place has the best pizza in new york. For a 30th birthday party you can probably rent the upstairs.
References :
If you are up for something adventurous, there's RASPUTIN in Brooklyn (Brighton Beach). It's a Cabaret restaurant, includes all food, and you can bring booze (bottles of Vodka) and they'll chill it for you.

It's about 125/pp, and you could hire a super stretch limo to go there. THat is what we did and had a BLAST (not all guests were Russian and loved it!). They do a super dance show (B'way has nothing on that shit) and then dancing, and in the end it SNOWS from the ceiling.

Attire: gown, the more the better, over the top

Here are a few places to consider....

* Latitude Bar and Lounge-great lounge where you can have an area specifically for your party. They have a rooftop bar, so if your wife's b-day is in the Summer that'd be nice.
* Katwalk-another lounge. If you book early enough, you could get exclusive use of the upstairs just for your party.
* Fat Black Pussycat--fun place, fun times.
* Remi Restaurant--Italian restaurant that accomodate your party with a private room with a separate entrance.
* Hill Country--great bbq where you can have the whole downstairs for your party and eat, drink and even do karaoke.
* The Campbell Apartment at Grand Central is a cool place to have a party.
* Churrascaria Plataforma is a great Brazilian bbq place that's all you can eat.
* Spice Market--you can get your own private alcove.
* Blue Water Grill--I believe you can get the private bank vault for a party of your size
* Blue Smoke--they actually offer an all you can eat menu for parties and have 2 private areas for parties.
* Cibo--Italian that has two dining areas. For private parties, they usually give you one completely to yourself.

Hope this helps.
References :
Shalizar
1420 3rd Ave
New York, NY 10028
Phone: (212) 288-0012
Shalizar is a Persian restaurant haven on the Upper East Side of Manhattan brought to you by Parvez Eliaas and his Iranian partner, Kaz Bayat of Persepolis.

Shalizar's upscale Persian menu features such traditional fare as lamb and beef kebabs, characteristically sweet-and-sour stews and tasting trios of eggplant appetizers, yogurt spreads, and Persian salads. Besides a few new menu additions such as ash-e-reshteh, a Persian green-vegetable soup with noodles, the swanky Shalizar also offers thematic cocktails, like pomegranate martinis and mojitos at an expanded bar area.

Shalizar offers modest prices for their authentic Persian food with superb service in a modern, elegant room with attentive and respectful restaurant service on the Upper East Side.

highly reccomend Shalizar! I went to Shalizar last night and had a wonderful meal. The food is very authentic and everything we order was amazing! Excellent appetizers and great deserts as well(loved the cherry dessert). Upscale presentation, pleasant and attentive service and moderately priced. Definitely worth the trip to the UES!
